Two more people have been arrested related to a theft at London's Heathrow Airport where 21 people sustained injuries by a substance believed to be pepper spray, according to law enforcement.

A 24-year-old man, was taken into custody in Lambeth for suspected theft and assault and a 23-year-old woman was detained for suspected conspiring to commit a robbery. Both individuals remain in custody, authorities confirmed.

The arrests follow an investigation into an assault at the multi-storey car park at Heathrow's Terminal 3 this past Sunday. Before the incident, a pair of female travelers were robbed of their luggage after getting out of a parking garage elevator.

A three-year-old girl was one of the injured during the incident. Five people went to hospital for treatment and have since been released.

Police detained a man in his thirties for suspected robbery and assault close to the location. He was subsequently released pending further inquiries while inquiries continue.

Authorities were alerted at about 8:10 in the morning GMT after reports came in regarding a number of people hurt by an irritating chemical believed to be pepper spray.

The attack - which authorities stated was isolated and not considered terrorism - resulted in train delays and the temporary shutdown of the Central Terminal Area tunnel and the Terminal 3 car park for a short time.
